Stormwater Management

Buena Borough has been identified as a Tier A Municipality under the NJDEP Municipal Stormwater Regulation Program.  The program identifies four New Jersey Pollutant Discharge Elimination System general permits (Municipal Separate Storm Sewer Systems -MS4s) which authorize stormwater discharges from Tier A and Tier B municipalities.  The program requires regulated entities to implement Statewide Basic Requirements (SBRs) to address stormwater quality issues related to new development, redevelopment, and existing development. The New Jersey Department of Environmental Protection (NJDEP) requires an Annual Report and Certification. Municipalities are required to complete this report annually to address compliance with the MS4 Permits. This includes an update on the status of measurable goals and progress toward the implementation of Statewide Basic Requirements. This report and certification directly align with the Borough’s Stormwater Pollution Prevention Plan (SPPP), in which the Borough highlights ways to educate the public on stormwater management topics, outlines best management practices for things like street sweeping, salt storage, and inlet cleaning, and also highlights ordinances such as Pet Waste, Litter Control, and Wildlife Feeding for which directly affect stormwater management practices.
